Carlos Elmore Glenn - Again
The first time we profiled Carlos Elmore Glenn was in July of 2013. At the time Glenn, aka “Road Runna Shorty“, had a total of 17 charges in Charleston County, with 7 pending, 2 dismissed by a judge, 6 dismissed by the 9th Circuit Solicitor and 2 convictions with no serious sentences. We will see what the statistics look like now.
Glenn is currently in the SACDC on three new charges of Distribution of Crack/Meth, one count of Driving Under Suspension, one count of False ID Card and one count of Failure to Stop for Blue Lights. He hasn’t had a bond hearing yet. Glenn was rounded up after an extensive manhunt late last night somewhere along Hwy 78. We are told the manhunt was a joint operation involving federal and local agencies. In light of that information we expect additional charges are possible.
Let’s do a complete review of Glenn’s history.
2008 Charges (Charleston County):
Unlawful Possession of a Pistol - Dismissed by the 9th Circuit Solicitor.
Unlawful Carrying of a Firearm - Dismissed by the 9th Circuit Solicitor.
2009 Charges (Charleston County):
Possession of Ecstasy - Plead guilty. Sentenced by Judge Thomas “Felon’s Friend” Hughston to 6 months, suspended in favor of probation for 1 year.
Possession of Crack - Dismissed by the 9th Circuit Solicitor.
PWID Marijuana Near a School - Dismissed by the 9th Circuit Solicitor.
Trafficking Crack Cocaine - Dismissed by the 9th Circuit Solicitor.
PWID Crack Near a School - Dismissed by the 9th Circuit Solicitor.
PWID Marijuana - Dismissed at preliminary hearing when the officer did not show up to testify.

2010 Charges (Charleston County):
Possession of Crack - Dismissed by the 9th Circuit Solicitor with the notation “no SW available”. We assume that means “no State’s witness available”. Really? Not one?

2011 Charges (Charleston County):
Possession of a Stolen Firearm - Dismissed by the 9th Circuit Solicitor with the notation “can’t prove defendant knew gun was stolen”. Hmmmm……..
2012 Charges (Charleston County):
Failure to Stop for Blue Lights - Dismissed by the 9th Circuit Solicitor with the notation “vehicle never actually fled”. Really? We checked into this case. Glenn was stopped, then took off and drove more than a quarter mile. He only stopped because a number of police cars immediately jumped in behind him. You see, this was the same night a North Charleston was shot. It is believed Glenn was in the area to pick up the shooter when an officer tried to stop him. What can you gather from this? Taking off from a traffic stop is NOT failure to stop for blue lights in the eyes of the 9th Circuit Solicitor if you only flee for one-quarter to one-half of a mile. Glenn also had a firearm in his car when stopped.
Unlawful Possession of a Firearm - Plead guilty. Sentenced by Judge Stephanie McDonald to 1 year, suspended in favor of 14 days time served and 2 years of probation. As you can see from the record, Glenn did not serve 14 days in jail waiting to make bond. He was only there for two days. Gotta love that 9th Circuit math.
2012 Charges (Berkeley County):
PWID Marijuana - Dismissed by the 9th Circuit Solicitor.
PWID Crack Cocaine - Reduced to Possession of Crack by the 9th Circuit Solicitor. Sentenced by Judge Stephanie McDonald to the same 14 days time served. As you can see from the record, Glenn only spent four days in jail on this charge before he made bond.
2013 Charges:
2nd (or more) Offense of Possession of Marijuana - Dismissed by the 9th Circuit Solicitor.
So, from 2008 to 2013 Carlos Elmore Glenn accrued 18 general sessions court charges. Of those 18 charges the stats look like this:
2 charges dismissed due to the fault of an officer who failed to show up for a hearing.
2 guilty pleas to relatively minor charges, one to a serious charge reduced to a minor charge, none of which resulted in any prison time or actual punishment.
13 charges dismissed by the 9th Circuit Solicitor. One of those was a Trafficking charge. That is considered a violent crime in South Carolina.
That’s a great record to keep in mind for the upcoming election in 2016.
Three of those charges dismissed by the 9th Circuit Solicitor were gun charges. That brings our 9th Circuit gun charge tally to:

Glenn was also charged in Dorchester County in 2012. All of those charges were dismissed by a preliminary hearing judge two months later. Since the Dorchester County Clerk of Court doesn’t bother to provide any detailed information we don’t know if the dismissal was due to an officer not showing up or due to a judge who felt there was no probable cause.

So, unless I am mis-reading you, out of all of these charges, this idiot has spent a total of 4 days incarcerated and has never seen the inside of an actual prison?
What a waste of taxpayer funding and law enforcement effort, at the risk of LEO and taxpayers safety.
