What a Pair
While surfing through the Friday night arrests at the SACDC database we came upon two individuals charged by the Charleston P.D. with Strong Arm Robbery. What a pair we have here.
Thomas Arthur Dempsey was charged with the robbery and 3rd Offense Driving Under Suspension.
Vicky Kay Grooms was hit with the same robbery charge.
Both were arrested by CPD and booked in within five minutes of one another so we can safely assume they are both involved and charged in the same incident. Both have criminal histories. We haven’t yet determined whether Grooms is Dempsey’s mother or girlfriend, considering he is 20 years younger.
Let’s start with Grooms.
2002 Charges:
Possession of Crack - Pled to down to Possession of Cocaine by the 9th Circuit Solicitor. Sentenced by Judge R. Markley Dennis to 18 months, suspended in favor of 2 years probation.
2003 Charges:
Forgery - Dismissed by the 9th Circuit Solicitor with the note Grooms plead guilty to other charges. The only other charge she had in 2003 were two probation violations.
Probation Violation - Continued on probation.

2005 Charges:
Possession of a Stolen Vehicle - Plead guilty. Sentenced by Judge Thomas “Felon’s Friend” Hughston to 2 years, suspended in favor of 2 years probation.
Probably because she did so well on that other probation.
2006 Charges:
Probation Violation - Probation revoked.
2007 Charges:
Possession of Crack/Meth - Plead guilty. Sentenced by Judge Thomas “Felon’s Friend” Hughston to 1 year, suspended in favor of 2 years of probation.
2008 Charges:
Probation Violation - Probation revoked.
2009 Charges:
Possession of Crack - Dismissed by the 9th Circuit Solicitor.
Thomas Dempsey has quite a criminal history. Thievery and drugs seem to be his thing. Would you be shocked to discover he is on probation?

Possession of a Stolen Vehicle - Dismissed by the 9th Circuit Solicitor with the notation “insufficient evidence”.
2001 Charges (Charleston County):
Possession of a Stolen Vehicle - Dismissed at preliminary hearing with the notation “no probable cause”.
Grand Larceny - Dismissed by the 9th Circuit Solicitor with the notation “no response from victim”.
2002 Charges (Charleston County):
2nd Degree Lynching - Plead guilty Assault & Batttery of a High & Aggravated Nature - Sentenced by Judge Victor Rawl to a YOA term not to exceed 6 years, suspended in favor of 30 months probation.
2003 Charges (Charleston County):
Probation Violation - Continued on probation.
Probation Violation - Continued on probation.
2005 Charges:
Possession of a Stolen Vehicle - Plead guilty. Sentenced by Judge Thomas “Felon’s Friend” Hughston to 5 years, suspended in favor of 2 years probation.
2007 Charges (Charleston County):
Use of a Vehicle Without Permission With Intent to Deprive - Dismissed by the 9th Circuit Solicitor as part of a plea deal.
Failure to Stop for Blue Lights - Plead guilty. Sentenced to 1 year by Judge Daniel Pieper.
Hit and Run Property Damage - Dismissed by the 9th Circuit Solicitor.
Probation Violation - Probation revoked.
2009 Charges (Charleston County:
Failure to Stop for Blue Lights - Plead guilty. Sentenced by Judge Roger Young to 6 months.
2nd Offense Possession of Marijuana - Reduced to first offense by the 9th Circuit Solicitor. Sentenced to 1 day time served by Judge James “Rainbows and Unicorns” Gosnell.
4th Offense Possession of Marijuana - Dismissed by the 9th Circuit Solicitor.
2011 Charges (Charleston County):
Possession of Crack/Meth - Dismissed at preliminary hearing.
Possession of a Stolen Vehicle - Dismissed at preliminary hearing.
Property Crime Enhancement - Plead guilty. Sentenced to 95 days time served by Judge J.C. Nicholson.
2012 Charges (Charleston County):
Grand Larceny ($10,000 or more): Plead guilty. Sentenced by Judge Thomas “Felon’s Friend” Hughston to 688 days time served. As you can see from the record, Dempsey bonded out of jail three months after being arrested when Judge James “Rainbows and Unicorns” Gosnell reduced his bond to a personal recognizance bond.
We can find no evidence of Dempsey’s bond ever being revoked. As of 2012, in the 9th Judicial Circuit of South Carolina, 90 days is equal to 688 days. Keep that in mind if you ever get arrested folks. Make sure you get the same consideration.
Armed Robbery - Reduced to Petit Larceny by the 9th Circuit Solicitor. Sentenced to 30 days time served.
1st Degree Assault & Battery - Dismissed by the 9th Circuit Solicitor.
Possession of a Stolen Vehicle - Plead guilty. Sentenced by the Felon’s Friend in June of 2014 to 5 years, suspended on 2 years time served (which wasn’t actually served) and 2 years probation.
